They're no pushover by any metric but they don't represent the peak of Combine power. The Striders on Earth are meant to be just enough overkill to keep the humans in line. So although the Combine invaded Earth so fast that it made speed runners quiver, the army and occupation force on Earth is literally the most bottom tier of their resources available.
